There are many opportunities to promote renewable energy in Vietnam

TTO – Many practical solutions to promote the development of renewable energy were given by experts at the seminar “Promoting renewable energy in Vietnam” took place at Tuoi Tre publisher in the morning of December 6.

At the seminar, BCG Energy – a subsidiary of Bamboo Capital Group (BCG) – co-organized with Tuoi Tre Newspaper, various difficulties and problems in investment procedures as well as in terms of policies, prices and concerns about the environmental impact of the renewable energy in the production process which were actively discussed by experts.

Encourage the development of clean energy and renewable energy

At the beginning of the seminar, Mr. Le Van Luc, Deputy Director of Electricity and Renewable Energy Department – Ministry of Industry and Trade, indicated statistics showing that the demand for electricity domestically increased continuously in the recent years. Specifically, the demand for electricity has always increased at over 10% in the last 3 years. It is expected that in the following years, the demand for energy use in general and the demand for electricity in Vietnam will continue to increase.

The government has a plan to develop renewable energy, but with the practical situation, the development of energy in the future as planned by 2030 will be a huge challenge. According to Mr. Luc, Vietnam is a country with great potential to develop renewable energy because the region around the equator and has a long coastline favorable to developing solar power and wind power.

Therefore, the use of renewable energy has been encouraged by the Government through new policies and incentives for investors. This leads to the recent time that solar power is one of the “hot” development of renewable energy with many a lot of projects being registered. However, the development of renewable energy is facing many obstacles such as compensation, clearance policies and national grid connection. Therefore, Mr. Luc predicted the development ability of renewable energy projects only at about 60%.

Talking about the drawbacks of renewable energy, Mr. Nguyen Duc Cuong, director of the National Electricity Regulatory Center (under EVN), said that renewable energy is an unstable energy source because it completely dependent on nature. “Wind and solar energy depend on nature, if only a cloud passes through, the capacity will drop immediately, so there must be alternative backup sources” – Cuong said.

Evidence from Western European countries that is leading in the field of renewable energy, Mr. Cuong said that these countries also invest in backup power when renewable energy sources do not meet demand.

Despite the difficulties, clean energy is a must

Mr. Nguyen Ho Nam, chairman of Bamboo Capital Group (BCG), said he is investing heavily in solar energy in many provinces in Vietnam. According to Mr. Nam, technology development has reduced investment costs, creating more competition in investing in the energy sector.

However, investors still face many obstacles. Therefore, Mr. Nam said that many enterprises had registered to invest, but only 50% of enterprises could deploy the project because of difficult investment procedures as well as risks. In addition, compensation and land clearance are complicated and costly.

In addition, the cost to invest in the transmission of electricity is also expensive and difficult when there was a project that the developer had to invest in a transmission grid of up to 30km.

Even if the investment capital is also entangled because of rules, the foreign banks who really want to sponsor but cannot participate, investors forced to borrow capital from domestic banks with high-interest rates. “We are determined to implement projects to go into operation on schedule despite many difficulties, especially compensation for site clearance” – Mr. Nam affirmed.

Similarly, Mr. Duong Van Hoang Hoanh, Deputy Director of Long An Department of Industry and Trade – also said that the clearance for building renewable energy development plants as well as power transmission lines is very difficult due to the negative impact on people’s rights even though people still agree. Therefore, Mr. Hoanh proposed that authorities should study to simplify the connection and transmission of electricity to ensure the progress as well as advantages for investors, localities and people.

Will change the electricity purchase price

Mr. Le Van Luc, deputy director of the Department of Electricity and Renewable Energy, said that there will be an adjustment to the level of purchase of electricity from renewable energy. Accordingly, for areas with different radiation intensity, different investment costs, different power generation capacity, if the prices are calculated as equal, it will cause differences. Therefore, the authorities will have suggestions to adjust with the tendency to reduce prices with regulations. Differentiated by region, regions with different radiation intensity that will have different levels of purchasing power.

At the seminar, Mr. Nguyen Van Ly, Deputy General Director of Ho Chi Minh City Power Corporation, said there are currently about 10% of households in Ho Chi Minh City, about 200,000 roofs can install rooftop solar. Ho Chi Minh City Power Corporation has surveyed 10 reputable and capable suppliers so that people can contact the rooftop solar installation. According to Mr. Ly, the current installation procedures are very simple, people just need to contact the customer service center or through the suppliers’ website. People need to contact electrical company through the customer service line, they will survey and promote contract signing to install two-way motors.
